    In order to raise the $2.2 trillion non-entitlement budget, the national sales tax rate would have to be 40%, if you’re not taxing essentials. Currently, the highest marginal income tax rate is only 35% (soon to go back to 39.6%, if Congress doesn’t intervene.) The reason the average taxpayer pays around 20% is because the income tax is progressive — the very rich pay most of the taxes. In order to have a progressive sales tax, a complicated system of items to tax and quantity thresholds would need to be set up. Of course, the producers of these items would object. Another benefit of the income tax is it gives the government the ability to encourage positive behaviors through tax deductions and credits. Some examples: the government encourages charitable gifts, home ownership, and formal education.

    I have always favored some form of flat tax, of which sales tax qualifies. However, I think nothing should be spared and everyone should pay tax. It is my belief that if everyone pays a tax, then the general population would despise taxation, and government and thus, the scope and breadth of government would be severly limited.
